how can we select a specific capacitor in an electronic circuit?

Depends on the circuit.

What devices you are trying to use.

If there are any precedents in the use of capacitors in similar circuits.

you can always open a component catalog and select a capacitor at random and build a circuit around that.

Cataloges/websites like Farnell/RS etc often have a description of the typical uses for their capacitors.
You need to consider it's application in terms of what it's doing, working voltage, polarity, frequency, value etc. If you are not a circuit designer you probably won't understand these things. They are all determined by the design.
