The answer is in the question. A tangential nozzle is at 0deg by definition, i.e. at a tangent to the vessel wall. If it were at any other angle, it wouldn't be a tangential nozzle!

The purpose of it is to set up some swirl in the vessel. As the incoming fluid is forced into a spiral motion, the acceleration set up within the spiral effects a separation based upon the differences in densities of the immiscible components within the incoming fluid stream. In this way, tangential separation can be achieved in a smaller volume, and therefore at smaller capital cost and space requirements, than using gravity separation in, say, a settlement pond, the room for which may not be available in an oil storage facility - after all, the facility is there to store oil, not an oil/water mix.

I dislike being called 'Sir' as it is redolent of subservience and old empire, or toadying.
I especially dislike 'Sir' weilding salesmen knocking on my front door asking if I want blockwork/roofing etc done.
Then there's the numpties trying to get us to change to British Gas. Mrs Cat even had some git patronising her and trying to get her to call me to the front door!
She assured him that I would not be ammused if she did so...I don't think she put it quite that subtley.
