As a start, suggest you have a look at the ASME Power Test Codes. They are usually the criteria for formal/contractual performance testing of new plant. It will also depend on what type of plant you are seeking to test.

Dear Mr. for coal fired boiler performance calculation, consider boiler design parameter and present performance parameter as below.

steam-TPH (both design and present running)

feed water tepm-Cel (both design and present running)

steam pressure-kg/cm2 (both design and present running)

Calorific value of coal (fuel)GCV- kcal/kg (both design and present running)

Steam to fuel ratio (s/f)-(both design and present sunning)

then apply formula for effiecieny,

boiler eff.= [(s/f)*(enthalpy of steam-enthalpy of water)] / GCV (Arb) = 75-85%

Also can calculate cost of fuel , cost of steam generated, cost of savings. the following cost ill explain you by mail.
