A liquid ring vacuum pump compresses gas using an auxiliary liquid (normally water) as a liquid compressant, as sealing liquid and cooling liquid.

Water is a common medium for these pumps or compressors, but any liquid compatible with your process can be used as long as it has adequate vapour pressure for the service.

Just a comment on common useage - there are "liquid ring vacuum pumps" or "liquid ring compressors". Both are, in fact, positive displacement compressors.

i remember there is an application in utilising partial vapour pressure. is the liquid ring pump appplication or steam jet vacuum system?

The type of liquid utilized sets the maximum pressure or vacuum possible.

The more viscous the fluid the greater potential pressure or vacuum.
