Need more information on what you need. Lean concrete is usually just used for 'flowable fill' and also to cap off construction temporarily until future work is designed or ready to be done. Placing lean concrete is easy to test in the field but the mix design by the Design Engineer is the telltale for the cyclinders will be stress tested at the lab and compared to the PSI designed.

Concrete guideline

Hand troweling should be done in a way to avoid over-working the concrete lest

the steel trowels burn and discolor the concrete.

There are more concrete lests on the web.

Not really sure what the whole rest of discourse above is about, but as far as conformance the engineer will set the standards you test too. Typicaly ACI 318 and other ACI standards will be employed as reference in the US. If a concrete batch plant has enough recent test results data on a mix design, in some cases the mix design can be accepted with fewer in-field tests required. Testing is predominantly for structural concrete and for verification of compliance. If the concrete is not 3000 psi strength or greater (structural concrete), or the grout is not for a structural wall then testing is set by the architect/engineer based on need for compliance determination.
