DC/DC Converter: 9-15 in, 12 out

I need a box that will accept DC varying from 9 to 15 volts, and output a fixed 12 volts at about 5 amps. Cheap and small are good. Or even a circuit that could do this.

You'll have to start with a DC-DC converter that will accept the lowest voltage input and convert it to about 14 V after which you can regulate it to 12 V with an ordinary voltage regulator. I don't know of a "box" that does that, but that doesn't mean there isn't one available. Check with some of the stuff used for solar powered battery chargers.
