To me the very idea of an OH line being installed on a site where construction work is being undertaken is total madness. It should be underground with identification markers on the surface.

It is surprising to get such a reply from a learned expert like you ! Please be informed that,the gas pipe line referred in the query is existing by the side of a wide road in the operating plant and the proposed 11 kV OH Lines are to run by the side of the gas pipe line for a short stretch for which certain minimum clearance is to be maintained.If you can suggest some value based on some authentic reference document or your experience it will be appreciated.

With regards to your apprehension about installation of OH lines in construction site,please note that,these lines are envisaged to be installed by the side of proposed roads which will eventually become the permanent roads after project completion.Hence, there is no possibility of any hindrance to the construction activity nor any damage to the OH lines during construction work .On the other hand, cables laid underground in the construction site are likely to be damaged since, it is extremely impracticable to retain the cable markers in their original position in a construction site.

I have thoroughly checked IE Rule-82A.But, it does not does not cover the specific requirement raised in my question.It talks about "Transporting and storing of material near overhead lines".

There may not be a specified rule regarding your requirement. Since it is a permanent construction; rules for buildings may can be extended for this application. Check with state electricity board to know whether it is possible.
