	A constructed flare knockout vessel(asme)was brought to site for installation and the vessel had not be hydrotested or blast and painted but now the contractor want to blast and prime; i refused beceause it had not be tested. should i allow them to do the blasting and painting work on the vessel? __________________ Peter Iyere
