If I remember my Soil Mechaniics 101 lecture and lab notes, CBR was (California Bearing Ratio) a standard soil test that yielded numbered soil stability results useful in pavement design. A standard Triaxial strength test was often also used, and the test is probably still in the ASTM Soil Manuals.
