2. Check product catlogue and check dimension for 11 KV RMU on this web site.

3. Apply local regulation regarding clearenses for such voltage level

and size the room accordingly

I don't think that manufactures always remember the people working around the gear.

I've had to work in switch rooms that I think the designer thought we had anti gravity boots so that we could hang down from the ceiling to get to the back and sides of the switch. They don't come with plug in connections, somebody has to have room to work on the cables.
