max material condition is when a hole is at it's smallest allowable size. When the hole is at it smallest allowable size, the position must be at is most exact location for every thing to line up. As the hole gets bigger, it starts to part from the max material condition and "bonus" positional tolerance is allowed as there is more room for the bolt, or pin.

Min. is the same concept, but backwards.
