is hydro test also covers the requirement of radio graphic test

Nothing to do with NDT. (You could argue that hydro testing is NDT).

Hydro test measures hydraulic performance (including hydrostatic).

Radiographic test measures material integrity.

radipgraphy is done to judge the quality of weld joint while hyrotesting is to test the strength of weld joint
