Technical Problems - AVR R230 Sealed by Epoxy

I have some problems it is, why AVR R230 is sealed by epoxy? we are purchasing from reis Engineering, everything minor technical description is secret what isn't ?

The circuit is highly sensitive. If you touch inner components, damage will occur due to Electrostatic discharge.
