Is there a neutral on the primary side? If there isn't, and only one phase is connected, the secondary voltage will be 0V.

There is no neutral on primary side. 3 ph. delta/star transformer. in secondary star neutral is not coming out of trafo, only 3 ph coming out in secondary of trafo.
