Refer to textile finishing product literatures, there should be plenty of thermoset resins available where you may choose as per cost and efficiency factor. If temperature is the criteria you can go for low temperature curing catalysts like Ammonium Sulphomate salt. There are non P.F resin based options like Urea formaldehyde, Melamine Formaldehyde, Dimethyl di hydroxy ethylene urea,DMEU, non formaldehyde or low formaldehyde based new generation resins.
You can take up trials with various formulations and set your process.

very good suggestion !
However to use in extrusion or injection molding to achieving good homogenization in the final product please use any of the suitable carrier resin and mix the wood powder in such a way that it gets coated and dried to produce a very good free running granular form for injection molding. You may have to keep the temperature little higher than normal as wood is bad conductor of heat.Please use fine wood dust preferably through a fine mesh to ensure flake does not go in it

Thank you for the comments. Nice of meeting you in CR4. Being in effluent treatment services, I had the opportunity of going to many paper mills all over south India. Unlike old pulp based units, currently most of the mills are working on recycled paper[craft paper mills] with ingredients like rosin in spirit, Alum, recycled craft in the pulper. The bad odour in effluent and cost factor should be bothering the O.P it seems.
Your insights and suggestions are additional contribution to the topic and appreciable.
What I understand is that your comment seems to be related to artificial wood manufacture[Hylum] and I feel in craft paper it is a wet pulp sheet formation and cylinder drying operation. Hope the O.P can clarify things better. Cheers.

Another pity is most of the machines here in south are more than half century old, many time re erected machines. Hope the recent energy crunch should favour your initiatives.
