Bushings & Inserts

I am facing difficulty in a Project as I could not differentiate between Bushings & Inserts. What are the basis of selecting these fittings (Both costwise and technically).

The terms can be interchangeable, but I'd suggest bushings tend to be open (e.g have a bore right through them) and inserts may be blind.
What are the basis of selecting these fittings (Both costwise and technically).
Fitness for purpose, same as the criteria for everything else.
