As the author of Rule #75, I'll take this under consideration.

The statement has two components.

1. "construction of wind belt turbine", is clearly a statement, but since this is a "whole earth site" the argument could be made that the OP is posing a question. Now, the ambiguity lies in the real meaning of "wind belt turbine". Is this a turbine located in the "wind belt" or is it a turbine that drives a generator using a "belt" drive.

Rule #75 applies here.

"please help me" would seem to indicate that OP is soliciting help in constructing a "wind belt turbine".

Rule # 75 would also apply here since we don't know what the OP actually wants help with.

That's my interpretation as I understand the intent of Rule #75.

Also suggest that you are competent to determine for yourself if Rule # 75 should apply, and grant you full authority to do so.

You need a couple of things to go roundy go round at the top to catch the electrons and then a pipe to carry the captured electrons to the turbine base.

If it falls over when complete then you apparently needed a skyhook to prevent that.

Don't paint it light colors or it might attract bugs that attract birds and bats that might get killed which in turn attracts loony greens.

Safest place to build is in the basement:

1) no chance of getting electrocuted

2) no chance of blowing over

3) less rust problems

4) takes care of the insect and bird problem
