An RVT Residual Voltage Transformer is used to find neutral displacement in 3phase supply.Here 11KV/190V (STAR/OPEN DELTA) transformer is used but dont you think open delta voltage is zero if all phase are balanced.What does 190volt mention here?

It is the secondary voltage expected from the RVT when there is an earthfault in the system.

So simple right.I was just checking the other ie. Open delta voltage is zero or not. Thanks.
