Such a valve is physically held in the open position, possibly with a padlock. Another term would be "locked open," sometimes abbreviated L.O. on piping drawings. An example would be on a fire sprinkler system. If you need to close the valve, such as for repairing a leak in the system, there would be special procedures such as extra monitoring and fire extinghushers while the system is out of service, and a record keeping procedure to certify that the valve is opened again when repairs are done.
