Are there available carbon fibers in nano tech to instantly stiffen when sujected to stress?

It would be interesting to know what the problem is that you are attempting to solve. However, the concept of a material which stiffens when required is of interest in the the fields of both motorcycle protective clothing and military armour. In the latter context you may be interested in "bullet-proof custard", see
