Polar-Mohr Eltromat 72 . Blade Stuck in Half Position

Tips from gringogreg and double j b was great. We were able to bring the blade to the top. Our problem is we cannot get the machine to turn the blade. The motor is running but it is not turning the blade.
Did we missed a step? gringogreg mentioned about a Limit Switch at the top of the stroke that must be made to initiate the cutting cycle? double j also mentioned about TDC and safety bolt?
