Data is needed about your effluent in terms of type of waste water, major characteristics like BOD,COD,temperature,pH, TDS values, possible toxic inputs,Oxidizing/ reducing agents,acidity,input organics, inorganics in waste water, present mode of treatment, influent and effluent data and lot more. Blank enquiries-no one can suggest anything.

Yes, air does contain 20% oxygen which chemical OXYGEN DEMAND (COD) by definition must have to be satisfied.

Aerate it, agitate it, add in H2O2 etc. Just keep it supplied with an oxygen source.
