Recommended foundation on filled blast boulders.

What is the economical recommended foundation method on a ground, filled with blast rock boulders app to a height of 4.5 mtrs above bare earth ten years ago?. Top of the boulder made up, is filled with loose earth to an average height of 0.6 m.
