ANYBODY TELL ME HOW TO BECOME THE MEMBER OF IEEE.WHAT IS THE PROCEDURE AND REQUIREMENTS.

Yes, I can tell you how to become a member of the IEEE. But I do not want you to know. I suspect that there's a good reason you were not approached at school about the IEEE.
