If the power is applied with the CT output open circuit, the voltage across the CT terminals will rise to a value approx. equal to primary voltage x (current reduction ratio).
e.g. with a 5/1000 CT, ratio is 200:1, so 400V not primary would give 80000V at CT terminals.
