what is the scope of keeing ct links shortened prior to commissioning?

If the power is applied with the CT output open circuit, the voltage across the CT terminals will rise to a value approx. equal to primary voltage x (current reduction ratio).

e.g. with a 5/1000 CT, ratio is 200:1, so 400V not primary would give 80000V at CT terminals.

Once the CT outputs are safely connected to a shunt resistor, the short can be removed.
