If a manufacturer produce a cable considering 50HZ frequency system, Can this cable be used at 60Hz system? If yes how much to be derated? Any standard reference is solicited.

There is a point at which frequency starts to make a difference in the current carrying capacity of the wire, but that point is WELL beyond a 10Hz delta. I'm too lazy today to bother with it, but suffice it to say the point where it makes a noticeable difference is further out by exponential factors. Read up on "skin effect" as it relates to frequency if you are curios. This Wiki is a good starting point.
