Is the idle too low or the throttle dropping back too quickly?

You could perhaps experiment by easing the throttle back to idle rather than just lifting off.

Alternately, as you are slowing down with your foot off the throttle perhaps the ECU is adding fuel/re-enabling ignition(spark) when the rpm has decayed too much to allow it to pick up. While decelerating the ECU has probably cut off fuel and spark to assist in meeting emission and fuel consumption regulations.

Ford was aligned with Volvo for a while. If they used the idle speed controller system that Ford used, it was common for the system to gum up and then not respond well after highway runs. Usually a can of spray throttle body cleaner would free up the gum, and work well for another 8 to 12 months. The Ford system is located right at the throttle butterfly (except some 2.3 liter Ranger trucks) The mounting pattern is 2 bolts and a diamond shape. It looks like a round can mounted sideways to the mounting gasket. Good luck.

A fuel filter should be a maintenance item. If you suspect it may be at fault, just replace it. The throttle position sensor is not the cause of the Fords that have the same problem as you. I will try to post a picture of the sticking part for you to look for.

The part is called an idle speed controller. About $70 new. The technique to clean them is to remove the two bolts holding it on. Then spray carb cleaner, or throttle body cleaner into the two larger holes on the valve. There should be some dark deposits built up inside the passages. As these are washed off, let it dry, and reinstall. There is no adjustment, so this should be easy. If the car improves, you have singled out the problem. If not, the guess was cheap. Good luck.

The idle speed controller is not a sensor. It allows more, or less air to bypass the throttle blade, depending on weather the engine needs to run faster or slower.

If you can find the item I sent a picture of on your Volvo, Remove it, and just clean it.

A friend had a problem with a new Nissan patrol - it failed to proceed - engine refused to start - indications were the fuel pump was faulty - He removed it with great difficulty and sent it off for service/repair - they put it on their test jig which reported that it was perfectly serviceable so they returned it, my friend re-installed it with no change to the vehicle's behaviour .... again all indications were a faulty fuel pump, so he removed it again and returned it again and asked the pertinent question:

Did you check if it pumps fuel?

To which they answered 'no, the codes were good!'

so he asked them to check if it pumped fuel ... it did not! so fundamental!

replaced with an (expensive) new pump - vehicle now ok!!!!!
