HVAC System Start Up Sequence and Interlocking

For HVAC chilled water system, can we have interlocking in the electrical panel for system start up sequence as below...

Cooling Tower Fans with Condenser Water Pumps

AHUs

Primary & Secondary chilled water pumps with chiller

Interlocking is required for safe operation. Chiller normally started with cooling tower followed by condenser cooling water pumps

Chilled water flow across chiller after ensuring condenser and chiller has adequate flow rate the compressor is switched on.

Earlier systems it used to be interlocked electrically between the pump starter and compressor starter .The compressor starter will start only when the Cooling water and chilled water pumps are on and adequate flow is ensured.
