Voltage Not Reach Normal Reading, Until Minimum Load Applied

Generator start at 97Volt with load, will reach 115V when load start at 700w and up. What part will cause the voltage not reach 115V?

Underspeed would be one possibility, though it's a bit difficult to see from here.
