if joint design change in welding , what is requirement

Cut the weld with the help of gas cutter and gring the given edges with grinder and then weld it back

For most of the welding process, the desing of the joint is Nonessential . Check ASME IX, QW- 250

As long as the joint is still an AWS pre-qualified weld, you can weld as required in the WPS. If it is outside of the pre-qualified parameters, the weld must be qualified with approved AWS testing (Found in AWS D1.1 / D1.3, etc. if compliance to AWS is required). I believe API compliance criteria is similar.
