Water Cooling via Vacuum Refrigeration?

I recently heard of the "cooling of water by creating vacuum over it is a refrigeration process". Could someone explain?

In deep vacuum (approaching 0 psia), the boiling point of water approaches 32°F (0°C). This makes water capable of being a refrigerant. It is the refrigerant in lithium bromide/water absorption chillers.
