Is the compressor "unloading" system being properly activated if it has one to lessen the staring torque? If this is a rotary or centrifugal it generally has an inlet control valve or if a recip a valve unloader system. Staring current on compressors can be extremely higher than most other applications and this starting current must either be minimized through unloading or by-passing or you must increase the current limiters capacities or overloads for the necessary amount of time.
