how to calculate the reinforce concrete foundation for the pipe,

Width 600mm Height 1200mm x Length 3000mm

Not enough information has been provided to accurately answer your vague question.

You need to provide more details, such as: the calculated gravity load (force) acting on the foundation?; the type of foundation (presume to be concrete?; piles with pile cap)?; is the pipeline elevated above ground?; year-round weather conditions?; is it in an Earthquake prone region and design earthquake loadings? ; type of conveyed liquids and volumetric flow? any identified water hammer conditions?; identified impact factors of any kind?; and last, but not least the underlying soil conditions? Has any Geotechnical evaluations and testing been conducted along the ENTIRE route of your pipeline?

That should give you a start to providing us with valuable information that we need to successfully answer your question.

dear it is a thumb rule i use in my low load calculations..for heavy laods and vibrations ask your designer to calculate the foundation considering all the requied factors

Foundation area = Load/bearing capacity of soil

for example if the pipe has weight (wall thickness and fluid weight collectively) of 1.5 ton, and load bering capacity of soil is 1.5 t/ft2 the foundation area will come. then the foundation will be 1ft2. you may take is as (1ft x 1ft) or (2ft x 8 ") depending upon the size condition. when the vibrational load has to be considered, then add 50 % more laod for each 2500 rpm..
