Optical Isolation Control Relay Control Board

Need to creat an =Opticl isolation= control relay control board

Need an interface "reciver" board that shall control relays [like open collector output], that will be powerd by a battery ( for example 12 V )and shall get control signal via a =fiber optics Digital line = or "infra Red " wire less signal.

The "Transmitter" board shall be controled via RS232 or any other communication path to a computer.

Any Idea suggestion how to control and simulate switches activity at EMC-EMI test without interferance to the test?
