En8 is a British standard low carbon steel, the modern designation is 080A40. If you Google that you will get a full description. Rod just means that it is in round bar form.
EN 8 : EN was developed as as need of the time during World War II in Britain and literally means, as per my belief, Emergency Number. EN 8 material is meant for general purpose axles, railway wagon axles at that time (and some I believe even today) were made from this steel. It is more or less equivalent to AISI 1040 and can be looked up on as an upper grade mild steel. Because of its intended aplication as axle it comes in the form of a rod or shaft and is either hot rolled or die forged from billets.
