	Interesting indeed. Assuming that the first and second references to "IR" have the same meaning, there are 23,736 possible interpretations (based on the lists I ~~pinched~~borrowed from The Free Dictionary). 	Because initially (i.e.) at 1 minute, the moisture present in the windings will make the IR value lower and when you continue to apply the test voltage for 10 minutes, the heating due to leakage current will dry out the moisture and hence, not surprisingly, the IR value improves.

	Capacitors with real dielectrics do not behave as perfect capacitors in parallel with perfect resistance. Dielectrics absorb some charge internally as the charged molecules polarise. Charge up an ordinary 1 microFarad paper capacitor to say 100 V DC: Short it out for some seconds: connect a high resistance [10 megohm] voltmeter: you will find a small voltage re-appears, about 1% for paper. Charging and discharging this absorbed charge takes a long time. Even after a minute, typically most of the apparent leakage current is charging current for the dielectric, not real resistive leakage. Water is a VERY polar dielectric - the charge absorption effect is very obvious - hence the plot of apparent leakage against time is a good indicator of wet insulation.
