Transformer Modification

I have received a proposal to modify a 200kVA 22kV step down transformer to act as a 33kV step down. Long story, but the modification involves revectoring the HV from delta to wye and bringing out the HV neutral to earth.

Any thoughts on creepage/clearance issues with the bushings and internal windings, and the likelihood of success?
