if we use a small smps in every pc as it capacity of 15 min it ll be use ful for every one

That's the trouble with acronyms - people just don't understand them half the time.

I suggest you find out what SMPS stands for, what it is and what it does. Check out UPS while you're at it (both acronyms in the context of power supplies).

I believe we already use a small SMPS for every laptop, and a slightly larger SMPS in every PC. So what is your point?

I think perhaps you mean UPS (Un-interruptible Power Supply). If so, then it is not really that cost effective or helpful to have a small one built in. This is why there is a huge market for separate UPS's for those that need the feature.
