Each of the incoming cables can be switched to earth for safety when work is being done on interconnecting cables.

RMU means Ring Main Unit. Provision of earthling switch is for safety purpose.

Under British Standard 7671, the Ring Main Unit is always earthed. So why the switch?

The earth switch is internal. It's so the incoming and outgoing cable cores can be earthed. I trained as a cable jointer, no way would I work on a cable unless both ends were earthed.

BS 7671 doesn't cover 11KV

Safety from whom?

As far as I know the connection of earth is always ensured to be intact for safety.
