who to build a neural network?? and to train it??

who to build a neural network?? Someone with experience and qualifications.

and to train it?? You can check the yellow pages but I've heard these are very difficult to train.

If you want serious answers, you will have to do better than two incomplete and incomprehensible questions.

Good day to all..., I think you are talking about Artificial Neural Network(ANN) in MATLAB.... Its a easy way to program that and train it.... It need dedicated study to understand the ANN....
