How good is the fault? By that I mean is it a low resistance between cores and/or earth?

The type of fault determines how you look for it.

There are ample number of inexpensive & accurate Cable Fault Locators available in the market. If you are naive, then you can go for Murray Loop Test or Varley Loop Test. (Refresh your memories and recall these tests taught to you in your graduation classes).
