Solar Rechargable 4 Flashing LED with Day/Night Sensor

The problem is the word 'efficient' there are plenty of oscillator circuits but they all consume power.
To do it most efficiently you would probably need a microcontroller with a very low current sleep mode. ST7flite2 is one such device it can then 'wake up' briefly once a second flash and go back to sleep, it has plenty of inputs and outputs so could be triggered by a daylight sensor.
Maybe someone will know of a simpler low current solution, maybe some experimentation with a thyristor or somesuch would prove fruitful?
