Obtaining California Civil PE Starting with Nevada PE

I am a Nevada Civil PE practicing in water & wastewater infrastructure. I understand that California requires a seismic and survey exam in addition to the national exam that I won't need to re-take. Q: How can a non-California PE get the in-state references required to apply for licensure? Does the state not want any additional engineers to migrate in? Can the additional exams be taken prior to obtaining references? I found surprisingly little information online on this topic. Any help would be appreciated.

I don't know about CA licensure, but I suggest that you contact the CA board first to determine what their specific requirements are...

Also, check in with the NSPE and see if they can help you.
