You have mistyped, it should be O-CO-CO

Open - (3 minutes) - Close/Open(without any intentional delay) - (3 minutes) - Close/Open operations, usually at rated Service short-circuit current Ics. Simulates real life situation.

It is the duty of a circuit breaker. As KVS has rightly put it, a circuit breaker of duty O-CO-CO is expected to peroarm a OPEN - (time delay- CLOSE-OPEN - (time delay) - CLOSE-OPEN - under its rated Service Short Circuit Breaking Currnt.
