Pull out capacity of Bolts

If material and mechanical properties such as diameter and length of a bolt is same. Is there a difference between the Pull out capacity (Say tension) of a regular bolt against a countersunk bolt?

Pull out capacity will be affected by the number of engaged threads. The type of head will only come into play if it is of a different design. I assume your countersunk bolt is the same bolt head, just level with or sunk below the material surface.
