Thank-You And No-Thank-You Letter

After the interview, what is no-thank-you letter and who may use it? If I receive a thank-you letter, does it imply I am recruited? Or worst case, if I receive the later one, I will definitely be failed?

After the interview, either party might decide not to accept the terms. An employer might then say, "Thank you for interviewing with us, but the position has been filled." An employee might similarly say, "Thank you for interviewing me, but I have decided to accept another position." Each of these is a "no-thank-you" letter, which is a courtesy from either side.

Tornado, it could be entitled as thank-you letter. But depending on the content, it would be no-thank-you letter, wouldn't it? So, no-thank-you letter is a verbal term and no one will entitle for a letter by "No-thank-you letter"?

Correct, one should not use such a title as "no-thank-you" letter. Even though the content contains a rejection, a positive attitude of thanks is important.

One further follow-up can also be good, from either side. An employee might say, "Please give my congratulations to the successful applicant. I hope you keep me in mind for future openings where I might fit." Likewise, an employer could say, "Good luck in your position, and keep us in mind in your future career options."

I have a couple of "thank you" and "no thank you" letters that I use. Either one should be polite and straight to the point whether an applicant is still being considered for the position. "Don't call us, we'll call you" can be written several ways.

What I really want though is a good - Are you out of your mind!!! - letter of rejection to use. I interviewed a guy last week that was perfect on paper. I couldn't wait to interview him. Years of PLC, industrial electrics, and control experience. And Ammonia refrigeration experience to boot.
Guy showed up in dirty jeans and a T-shirt. Couldn't answer the first 10 things I asked him and then couldn't even tell me what a high pressure receiver was. Turned out his neighbor worked in sanitation in some facility and had told him plant maintenance was pretty easy and wrote a resume for him.

Then, when I'm still trying to be polite but firmly show him the door, this guy has the audacity to ask me if I could wait about a month before offering him a position because he heard it takes about that long for pot to clear out of your system.
