So, its very simple. You need two test rings, one for inlet flange and another for outlet. Take dummy flanges exactly suiting to inlet & outlet flanges of the tube bundle (number of holes and PCD). Now drill two 1/2" holes in each dummy flange and weld 1/2" threaded nipples on them along with 1/2" ball valves. Mount pressure gauges (of range around 1.5 times the test pressure) in one of the holes in each flange (because test codes generally ask for dual pressure gauge). Connect pressurised water to the lower flange. One free hole at top flange should be used as vent while filling water.

Test ring is nothing but the equivalant flange of the chanal cover which holds the tube sheet with the shell of the exchanger. You must have all the details of the chanal cover flange or the heat exchanger shell flange, just make a ring of same sizes and matching holes. This may be made in two pieces also for ease of handling. Then fix the tube bundle in the exchanger shell with this ring in place of chanal cover with proper gasket between tube bundle and shell flange and a protecting gasket between test ring and tube sheet. Shell side can be presurized to carry out the hydrotest.
