Why SO3 (Sulphur trioxide) not taken in account for Flue gas emmision standard?

Some guesses:

It may be that typical SO3 emissions are much less than typical SO2 emissions, and therefore of minor concern.

Possibly the treatment of SO2 emissions also takes care of SO3 emissions, so that no further or separate treatment is needed.

You may not really be getting much of the highly reactive S03 in the emission (SO3+H2O = H2SO4)

Usually the SO3 will immediately react with the various matrices available- Alumina, or any metal oxides- which are also deliberately placed exactly for this purpose.

BTW: SOx testing is supposed to encompass all SnOm s ?
