Yes, but all I find is powder and various fluids to mix it with. No film I can cut or otherwise form.

I don't think you will find any film. Maybe sinlge crystals but no sheets that you can trim or form.

It appears you are correct. The supposed dielectric constant of 1000+ falls to nearly zilch when mixed with anything. Makes me wonder how they measured it.
