Purpose of Method Statement

This will not be a difficult question. I am asking you, the gurus in construction world, that what is a method statement? Why it needs to be made? Is that a description or procedure of how ones plan to do the work? If so, why people names it "method statement?

How many types of method statements? I think we have two. Any opposite idea?

In construction (USA), a Work Method Statement is a document that gives specific instructions on how to safely perform a particular task, or operate a particular piece or equipment.

This website has some examples of typical Work Method Statements. This is an Australian site, but it looks like it could be applicable in most places.
